Orange always gives a point, so orange steps count exact crafts. Yellow is usually a point, not always, and green only sometimes: those steps count the crafts you need at best, and the real number can be higher.

How the plan picks a recipe

At every skill it takes a recipe you can have learned by then: orange first, because an orange craft always gives a point; yellow where no orange recipe exists; green only where nothing else is left.
The game states the colour thresholds, not the chance of a point on a yellow or green craft, so this plan never invents one.
When several recipes are the same colour at a skill, the one with the fewest materials per craft wins; a tie goes to a recipe no drop or vendor item is needed for.
There are no prices here: we have no auction data.
