Blizzard’s September 24 beta update rewrites the Paladin’s Holy Strike rank by rank, folds Improved Holy Strike’s cooldown reduction into the base ability, fixes three Consecration bugs and retunes four Retribution talents.

Holy Strike gets the largest set of changes: its weapon damage now rises with every rank, 25% at rank 1 to 50% at rank 8 (the old table repeated each value for two ranks), and its cooldown is 10 seconds (was 12) because Blizzard removed Improved Holy Strike from the Holy tree and made its effect baseline. Blizzard’s note on the removal says a talent that cuts the cooldown of a core ability that early in a healing tree felt required, so it went (September 24 development notes). Retribution loses some top end, Vengeance at 3 stacks (was 5) and Two-Handed Weapon Specialization at 2/4/6% (was 3/6/9%), while Sacred Arbiter doubles its Holy Strike bonus to 20%. When this post was written, our Paladin talent trees and spell pages were on build 1.60.1.69913, and Improved Holy Strike still showed there.

What to do: if you play Holy, Improved Holy Strike is gone from the tree and Holy Strike carries the 10 second cooldown on its own; Holy Power now also raises Holy Strike’s critical strike chance by 15%. Retribution players get Vengeance from any non-periodic critical strike, at the lower cap, and Seal spells cost 20% less Mana with Twist of Light. Consecration’s increased damage effect now reaches the targets it missed, and it no longer pulls targets above or below the caster.

The changes at a glance

  • Holy Strike: weapon damage per rank now 25/29/32/36/39/43/46/50% (was 25/25/30/30/35/35/40/40%); cooldown 10 seconds (was 12).
  • Improved Holy Strike: removed from the Holy tree; its cooldown reduction is baseline in Blizzard’s words.
  • Holy Power: also raises Holy Strike’s critical strike chance by 15% and keeps its old effects.
  • Light’s Vigil: tooltip reorganized to show that only the damage version returns part of the Mana cost.
  • Righteous Fury: Holy threat increase now 60% (was 90%).
  • Retribution Aura: its values now follow the caster’s spell power.
  • Consecration: three fixes; the increased damage effect applies to the targets it missed, the Z axis works consistently, and it no longer pulls targets vertically above or below the caster.
  • Flash of Light: the cast animation plays at the end of the cast again.
  • Echo of Justice: activated more often than intended; fixed.
  • Vengeance: activates off non-periodic critical strikes; maximum stacks 3 (was 5).
  • Two-Handed Weapon Specialization: 2/4/6% (was 3/6/9%).
  • Sacred Arbiter: Holy Strike damage bonus 20% (was 10%).
  • Twist of Light: also reduces the Mana cost of Seal spells by 20%.

WoW Forever Beta Development Notes – Updated September 24

Paladin

  • Retribution Aura will now dynamically update its values based on the caster’s spell power.
  • Fixed a bug causing the Flash of Light cast animation to not play at the end of the spell cast.
  • Fixed various issues with Consecration.
    • Fixed an issue where Consecration would fail to apply its increased damage effect to some targets.
    • Fixed an issue where Consecration’s Z axis wasn’t functioning consistently.
    • Fixed an issue where Consecration could pull targets vertically above or below the caster.
  • Holy Strike’s % of weapon damage per rank changed to 25%/29%/32%/36%/39%/43%/46%/50% (was 25%/25%/30%/30%/35%/35%/40%/40%).
    • Developers’s notes: This increases Holy Strike’s damage at all points while leveling, and increases how much it contributes to your rotation. Early ranks of Holy Strike didn’t always feel like an upgrade when purchasing a new rank, and we wanted to adjust that.
  • Fixed a bug with Echo of Justice, causing it to have a higher than intended chance to activate.
  • Righteous Fury: Holy threat increase increased to 60% (was 90%).

    • Improved Holy Strike removed from the Talent Tree.
      • Developers’ notes: Even though there are sometimes cases where talents feel ‘required’ by classes, like Relentless Strikes for Rogues, having one that reduces the cooldown of a core ability so early on in a healing talent tree made this feel like a talent that was required. So we’ve removed it and made its behavior baseline.
    • Light’s Vigil’s tooltip has been reorganized to make it more clear that the damage component is the only version that returns some of the Mana cost.
    • Holy Power now increases the Critical Strike chance of Holy Strike by 15% and retains all of its old effects.
  • Retribution
    • Vengeance now activates off of non-periodic critical strikes.
    • Vengeance’s maximum stacks lowered to 3 (was 5).
    • Two-Handed Weapon Specialization’s damage increase reduced to 2/4/6% (was 3/6/9%).
    • Sacred Arbiter now increases the damage of Holy Strike by 20% (was 10%).
    • Twist of Light now additionally reduces the Mana cost of your Seal spells by 20%.
