A Bleed can be more than damage that keeps ticking. Carnage gives you a reason to follow through on an afflicted target, pairing pressure from your abilities with healing from Rupture.
The appeal is that connection between offense and recovery. You get something back from the damage you deal, while your own Bleed effects create the condition for an additional damage bonus. In Forever, that bargain has become a little less generous.

What changed in Forever
In Classic Era 1.15.9, Carnage increased your abilities’ damage by 16% against targets afflicted by one of your Bleed effects. In Forever 1.60.1, that bonus is 8%. The condition stays the same, but the reward for meeting it is smaller: keeping a target bleeding still supports your follow-up abilities, just with less additional damage behind them.
Rupture’s healing also moves from 41% of the damage it deals to 40%. That is a gentler adjustment than the damage-bonus reduction, and the relationship between damage dealt and healing received remains intact. Taken together, these changes preserve Carnage’s play pattern while reducing its payoff. You still have the same reason to connect your Bleeds with your other abilities, rather than treating them as separate parts of a fight.

Who uses it
Carnage suits you if you enjoy making an ongoing effect matter to the abilities that follow it. Its appeal is in that continuity: apply your Bleed, keep your attention on the afflicted target, and let the connection shape your next move. The healing side adds a welcome sense of recovery to that offensive rhythm.
